Tension in Northern Kosovo
The first incidents have taken place in Northern Mitrovica, with an attack against a candidate of the Serbial List, Kerstimir Pantic, one of the main pretenders for Mitrovica.
His party has reacted by asking the authorities to verify the case, declaring that he has been attacked by masked people this Friday night.
“This is terrorism and I hope that the government of Serbia will take measures so that these incidents will not take place in Kosovo anymore”, declared Daniela Vujicic, from the Serbian Civil List.
Pantic has been criticized in Northern Mitrovica for turning from a radical to a candidate in the elections.
However, everything is expected to go according to the plan, although after these incidents, it still remains to be seen how the electoral process will go in Northern Mitrovica.
There have been reactions from candidate Adriana Hodjic, who condemned this act saying that those who are responsible need to be brought to justice. From Belgrade, Alexander Vullin, Minister without a portfolio at the Serbian Government, condemned this act by considering it a barbarian act against the participation of Serbs in elections. Two years ago, the constructions without criteria in Vlore were a concern for which the Prosecution had been notified through a lawsuit against the National Council of Territory Regulation (NCTR ) of the Vlore Municipality, and through the Urban Planning Directory.
The report for power abuse has been made by a state institution, the National Urban Construction Inspectorate, and was related to a construction made into the sea, close to the “Uji i Ftohtw” area.
But the fate of this report is still unclear today. Regardless of Top Channel’s inquiries, there has been no official answer if this file has been suspended or sent to be tried.
The document that Top Channel has been able to secure reports that illegal constructions were being made in the “Uji I Ftohtw” area, according to the decisions taken by the NCTR of the Vlore Municipality, numbered 5/6 and 5/7 and dated August 17th. The document is about the approval of the construction site and its urban conditions, and for passing the construction permit for a residential and service building, 3, 4, 5 floors plus an attic and one story of shops.
The report explains that the construction site of this object is positioned close to the sea, and the western side is situated on the line between the beach and the water surface, an area considered of national importance.
By listing the law violations, the ispectorate says that by referring to the photographic images in different times, it is clear that in the time when the work had not started yet on site, this was only a narrow strip of land that divided the road from the sea, and that later turned into a construction site by constantly throwing inert materials at sea.
According to the reports, the violations by the NCTR consist in preparing the technical-legal documentation of the object in question, a flagrant violation of the law by the Urban Planning Directory. After that, these documents were shown for approval at the NCTR of Vlore. The report says that the construction has damaged the interests of economy int his tourist area.
“The public functionaries of the Vlore Municipality NCTR, and especially Mr.Shpetim Gjika, as President of this Council, and other public officials of the Urban Planning Directory, although they have special responsibilities as provided by the law, and these responsibilities are implementing the general and special legal and technical rules, they have hampered their implementation by allowing the building of a construction object in a territory of special environmental and tourist values, in which every construction development is forbidden”, the report says. The government has started the procedures for breaking the first big concession, which apparently is in the oil sector.
Top Channel has learned that Albpetrol, the public company that surveys the oil concessions, has started the procedures to break the agreement with the Canadian company Stream Oil, due to irregularities in paying the financial obligations as set by the law.
“Stream Oil” operates on four known sources of oil and gas in Albania: the Ballsh-Hekal, the Gorisht-Koculi, the Cakran-Mollaj and Delvina. But although they have been working there for several years, the Canadian company has not paid the obligations coming from the concessionary agreement, more specifically that of dividing the production.
According to confidential sources, this is about 50.000 tons of oil, 10 million cubic meters of gas and other bills for the energy that this company has benefited and which they should have paid to Albpetrol.
According to calculations, the total damage goes from 30 to 35 million USD, money that should have ended in the public budget, which the Canadian company has evaded against the law. Due to these abuses, the leaders of Albpetrol have discharged 35 employees who had the obligation to monitor the concessionary agreement”.
“Stream Oil” is a company that in the past has been reported by the former left opposition of having ties with the Democratic Party. The procedures for removing their concession make the first case when the Albanian government tries to cancel a strong concession with a strong public impact. Primitive limekilns that use tires as fuel have caused a real environment catastrophe for years over the skies of Kruje and Tirana.
After the failed efforts to block these businesses through fines, the Ministry of Environment and the National Urban Construction Inspectorate have finally undertaken an action for demolishing them.
The action supported by the police forces has faced physical confrontation from the kiln owners, who refused to leave their kilns.
Chief Inspector Ergys Agasi says that after the first action, the kiln owners had one month to close their activity, but they have kept operating.
“This was the last time that we had left them time to remove the materials, and no measure has been taken. For this reason, we were obliged to intervene and demolish these subjects, which have no construction or environmental permits”, Agasi declared.
There are 109 limekilns in Fushe-Kruje, 21 of which only in this area. The action of the Environment Ministry and the National Urban Construction Inspectorate will continue throughout the country. They are studying to place them in an area that is not dangerous for citizens. Citizens themselves say that they can make a living only through this informal activity that has employed hundreds of them.
